Turkey Disrupts Transnational Investment Fraud Scheme Involving 201 Arrests, $3 Billion in Alleged Losses

Overview of the Fraud Scheme

Turkish authorities have arrested 201 individuals following the dismantling of a global financial fraud operation accused of siphoning approximately ₹2.5 lakh crore ($3 billion) from investors through illicit foreign exchange and cryptocurrency trading activities.

Key Details

The multi-agency operation, conducted in Istanbul and Muğla, involved collaboration between public prosecutors, intelligence agencies, local law enforcement, and Interpol representatives. Investigators confirmed the scheme targeted international investors by offering unrealistic returns on investments, with funds allegedly diverted to offshore accounts and digital wallets instead of legitimate financial markets.

Investigation and Arrests

Arrests and Suspects

A network of 28 corporate entities and 42 call centers was uncovered during the investigation, with several of these organizations masquerading as consulting firms, customer service providers, or tourism businesses. Multilingual staff members within these facilities engaged with potential victims in their native languages.

Law enforcement operations resulted in the detention of 156 Turkish nationals and 45 foreign citizens, including 11 Pakistani individuals, nine Israelis, and suspects from Jordan, Syria, Ukraine, Azerbaijan, Morocco, Indonesia, Thailand, and other jurisdictions. Additional individuals remain under investigation as the probe expands.

Operational Tactics

Targeting Investors

The fraud scheme utilized targeted online advertising on social media platforms, search engines, and commercial websites to acquire potential victims’ contact information. Initial investments were secured through small-scale commitments, with fabricated account interfaces displaying fabricated profit growth to build trust.

Fund Diversion

Victims were encouraged to increase their investments before encountering sudden barriers to withdrawing funds. When attempts were made to access capital, the syndicate claimed account freezes and demanded additional payments for taxes, processing fees, or account release charges. Compliance with these demands did not result in fund recovery.

Financial and Legal Implications

Funds Flow

Financial investigations revealed that investor funds were never directed into genuine cryptocurrency or foreign exchange markets. Instead, proceeds were funneled into personal bank accounts and private digital wallets before being transferred out of Turkey.

International Connections

Investigators are examining historical connections to Israel, noting that some network members relocated operations to Turkey and neighboring regions after an Israeli ban on binary-options firms in 2017. Instructions were reportedly issued to staff to avoid American and Israeli nationals, though media reports linking suspects to intelligence agencies remain unverified.

The Israeli Foreign Ministry acknowledged the detention of its citizens and stated efforts are underway to protect their legal interests as transaction records are analyzed internationally.

Ongoing Investigations

As the probe expands, authorities continue to scrutinize the scale and reach of the fraud network, with a focus on tracing illicit financial flows and identifying additional suspects across multiple jurisdictions.
