Mumbai: The Enforcement Directorate (ED) has detained two individuals from Mumbai as part of an investigation into a large-scale cyber fraud scheme and a “digital arrest” network allegedly involving financial transactions totaling nearly ₹30,000 crore.

Background of the Arrests

The arrests of Fahim Moin Hussain Sayed and Naim Mueen Sayyed occurred on Sunday following a probe initiated after a Goa-based woman fell victim to a “digital arrest” scam, losing approximately ₹2.60 crore.

Financial Infrastructure and Methods

The ED’s investigation has revealed a complex financial infrastructure tied to the suspected operation. Authorities estimate that around ₹27,000 crore in bank transactions and ₹3,000 crore in cash dealings were linked to the fraud. Funds obtained through cybercrime were reportedly funneled through mule bank accounts, withdrawn via ATMs and cash deposit machines, and then processed through multiple layers of transactions to obscure their origin. Some proceeds were allegedly converted into foreign currency or transferred through alternative channels.

Use of Shell Companies

Investigators have also uncovered the use of shell companies as part of the scheme. Certain individuals listed as directors of these entities were reportedly residents of single-room accommodations, suggesting their identities may have been exploited to establish a layered financial network for laundering illicit funds.

Scale of the Operation

The scale of the operation is evident in the volume of related complaints and legal cases. The ED is examining approximately 300 victim complaints and 150–160 First Information Reports (FIRs) connected to the network.

Understanding “Digital Arrest” Scams

“Digital arrest” scams typically involve perpetrators impersonating law enforcement, government officials, or banking representatives. Victims are falsely informed that their personal information, bank accounts, or mobile numbers are linked to criminal activities. They are then threatened with arrest and pressured to transfer funds during prolonged video calls.

The arrests represent a key milestone in the ED’s efforts to dismantle the financial framework supporting nationwide cyber fraud. Investigators are now focusing on expanding the network, identifying additional beneficiaries, and tracing the movement of illicit proceeds.
