Cyberattacks launched by Russian threat actors against Ukraine’s energy infrastructure have shifted focus from disrupting operations to gathering intelligence on missile strikes, according to Ukrainian cyber officials.
This new objective was revealed by Oleksandr Potii, head of the Ukrainian State Service of Special Communications and Information Protection, during the Kyiv International Cyber Resilience Forum.

In addition to seeking missile strike intelligence, Russian threat actors have been conducting broader operations aimed at mapping facilities, monitoring repair crews, and tracking energy system restoration efforts.
These activities suggest a more strategic approach by Russian threat actors, rather than merely attempting to disrupt Ukraine’s energy infrastructure.
Natalia Tkachuk, head of cyber and information security at Ukraine’s National Security and Defense Council, noted that Russian cyber intrusions have been used both before and after missile attacks.
The latter incidents, Tkachuk explained, are intended to assess the effectiveness of the initial strike and refine the calibration of subsequent attacks.
