ED Raids Delhi-NCR Over Homebuyers Fraud Scandal, Builder-Bank Connection Under Probe
ED initiates operations in Delhi-NCR to investigate money laundering linked to homebuyer fraud involving AVJ Developers and Rudra Buildwell Construction.
Investigation Details
The Enforcement Directorate (ED) conducted searches across Delhi-NCR as part of a money laundering probe tied to allegations of homebuyer fraud. The investigation focuses on two cases involving AVJ Developers and Rudra Buildwell Construction, where homebuyers were promised relief from monthly instalments on housing loans until property possession was transferred.
Under these schemes, buyers secured housing loans from financial institutions and reserved flats in developer projects. However, many remained without possession for extended periods, leading to prolonged financial liabilities despite the lack of property delivery.
Key Findings
Documents and digital records recovered during the searches are being analyzed to trace the allocation of funds raised through these schemes. Investigators are examining whether monies collected for housing projects were misappropriated or diverted for unrelated purposes.
The agency is also scrutinizing financial transactions and bank accounts linked to the alleged builder-bank collaboration. The probe originated from two Central Bureau of Investigation (CBI) First Information Reports (FIRs) that highlighted discrepancies in the implementation of the subvention schemes.
According to the CBI’s findings, homebuyers faced significant financial strain as their loans remained active while properties remained undelivered.
Legal and Financial Scrutiny
The ED is now assessing whether proceeds from these alleged crimes were concealed, transferred, or converted into assets under the Prevention of Money Laundering Act (PMLA). A key focus of the investigation is the alleged coordination between developers and banks.
Officials are reviewing loan disbursement processes, payment structures, and project financial records to determine if procedural violations occurred. The agency has not disclosed specifics of the materials recovered during the searches but emphasized that the inquiry aims to clarify the flow of funds and identify beneficiaries.
Impact on Homebuyers
Homebuyers affected by the delays continue to seek resolution as the investigation progresses. The ED’s actions signal increased oversight of financial activities linked to the housing projects, with potential implications for entities and individuals involved in the alleged scheme.
The case remains under active examination, and no conclusive findings have been finalized in court.
