Due to Cybersecurity Concerns, More than 40% of J&K Government Websites are Still Inactive
Due to the lack of required security checks, 99 of the 239 government websites in Jammu and Kashmir are still inactive

Due to cybersecurity concerns, the UT administration ordered all departments to disable their websites on May 21 of this year. It was expressly requested that departments using private domains to run websites that did not comply with the Government of India regulations take them offline until a security audit was finished. The action came after a spike in cyberattacks following Operation Sindoor.
A high-level meeting led by Chief Secretary Atal Dulloo today reviewed the Union Territory’s Cyber Security Action Plan, which aims to fortify J&K’s digital defenses and guarantee the safety of vital IT infrastructure.
140 of the 239 government websites were found to have been restored following mandatory security audits that adhered to OWASP and CERT-In requirements. Web application firewalls have also been installed on these websites.
Residents throughout Utah have experienced discomfort as a result of the extended outage of about 100 websites, which has negatively affected online public services.

Officials reported that all departments are now implementing conventional cybersecurity procedures. Cyber hygiene measures are being actively encouraged, and unused domains are being rationalized.
Senior officers from the police and civil administration, the CEO of JaKeGA, the State Informatics Officer of NIC, the secretary of the IT department, and other departmental representatives attended the meeting.
To guarantee the continuous provision of e-governance services, the government is putting in place a mix of long-term capacity-building projects, structural reforms, and quick-response measures.
The Chief Secretary emphasized the government’s commitment to creating a safe, cutting-edge, and resilient digital ecosystem while evaluating the progress made on his previous orders. He emphasized that the security of UT’s IT infrastructure should never be compromised.
Among the important projects discussed at the meeting was the Cyber Security Contingency Plan (CSCP). A thorough proposal has been sent to the Ministry of Electronics and Information Technology (MeitY) for clearance, according to Secretary of Information Technology Piyush Singla.

More than 2,300 devices have been secured using Unified Endpoint Management (UEM) tools, and over 4,500 devices have been secured with Endpoint Detection and Response (EDR) solutions as part of endpoint and device security improvements. Major Head of Department (HoD) and Deputy Commissioner (DC) offices are presently undergoing this process.
Restricting VPN access is another important step . According to officials, the use of VPNs is now restricted to users who have multi-factor authentication, and they are geo-fenced to limit access within India.
The continuing integration of departmental data centers into a centralized State Data Center (SDC), which is expected to be finished in six months, was also discussed at the conference. This will ensure uniform security standards and increased operational efficiency across departments.
The adoption of secure video conferencing protocols, the switch from IPv4 to IPv6, the deactivation and whitelisting of USB ports, the introduction of the e-SAM platform, and capacity-building initiatives in association with CERT-In were among the other measures that were proposed.
