E-Challan Cyber Fraud Cases Rise: 193 Registered, 36 Arrests Made in 2025
Maharashtra Reports Surge in E-Challan Cyber Fraud Cases, State Government Enhances Cybersecurity Measures
The Maharashtra state government has reported a significant rise in cyber fraud cases related to e-challans, with 193 cases registered in 2025. In response to this growing threat, the state has implemented the Maharashtra Cyber Security Project, which aims to protect citizens from cybercrime using advanced technology, skilled manpower, and resources.
Measures Taken by the State Government
According to Maharashtra Chief Minister Devendra Fadnavis, the state government has taken proactive measures to combat cybercrime, including the establishment of a project headquarters and a Nodal Cyber Police Station at Mahape, Navi Mumbai. This central hub oversees 50 District Cyber Labs/Police Stations across the state, which are equipped to investigate complex cyber crimes.
To enhance the capacity of law enforcement agencies, 1,000 police officers and staff received online training on forensic tools, with the assistance of 26 expert consultants. Additionally, the state government has launched public awareness campaigns to educate citizens about cyber safety, including the dissemination of information through social media platforms, such as Instagram and YouTube.
Awareness Campaigns and Collaborations
The awareness campaigns also extend to 34 railway stations in the state, where Maharail LED/LCD screens display information about cyber safety. Furthermore, the state government has written to the Union Ministry of Home Affairs, seeking a law to regulate online lotteries and gaming. This led to the promulgation of the Promotion and Regulation of Online Gaming Act, 2025, which was published in the Gazette of India on August 22, 2025.

Results and Future Efforts
The state government’s efforts to combat cybercrime have resulted in the arrest of 36 individuals in connection with e-challan cyber fraud cases. Moreover, 120 cases related to illegal online gaming were also reported, highlighting the need for continued vigilance and cooperation between law enforcement agencies and citizens.
The Maharashtra Cyber Security Project is designed to strengthen control over cyber fraud related to e-challans and online gaming, ensuring faster action on complex cases. By enhancing cybersecurity measures and promoting public awareness, the state government aims to protect its citizens from the growing threat of cybercrime.
