As authorities strive to block mule accounts, which are used to receive and move stolen funds, genuine users are facing account freezes due to suspicious digital money trails.
According to official statistics, Indians suffered losses totaling ₹22,495 crore in 2025, resulting from approximately 2.81 million complaints.
In response, authorities shared details of over 2.73 million suspected “Layer 1” mule accounts with financial institutions, blocking transactions worth ₹9,518 crore between September 2024 and January 2026.

Furthermore, the Ministry of Home Affairs canceled more than 12 lakh suspicious SIM cards and blocked over 2.63 lakh mobile device identifiers linked to fraud networks.

Experts warn that the increasing sophistication of mule networks poses a significant risk. These networks often involve students, daily wage laborers, and jobless youth recruited through messaging apps and offered small payments in exchange for the use of their bank accounts or UPI credentials.
Once these accounts are compromised, the funds are rapidly transferred, converted into cryptocurrency, or sent overseas.

Financial institutions and law enforcement agencies are employing tools like suspect registries and MuleHunter.AI to detect mule behavior; however, the same transaction patterns that indicate potential fraud can also mimic legitimate business activities.
Consequently, there exists a growing concern that swift account freezes may inadvertently shift the burden onto innocent account holders, forcing them to navigate complex legal and procedural challenges to recover access to their own assets.
