The initiative, led by the I4C Suspect Registry, has flagged over 30.48 lakh suspicious digital identifiers and prevented transactions totaling ₹25,698 crore in suspected fraudulent funds. The registry, established in partnership with banks and financial entities, aims to detect digital assets linked to cybercrime or fraudulent activity.

Launch and Expansion of the Suspect Registry

Launched on September 10, 2024, the Suspect Registry serves as a centralized database to track identifiers associated with illicit financial operations. By June 30, 2026, financial institutions had reported more than 30.48 lakh suspicious digital identifiers to the system. Additionally, 32.08 lakh Layer-1 mule accounts were documented during the same period. These accounts, often exploited by cybercriminals, act as intermediaries to launder illicit funds.

Challenges in Tracking Illicit Funds

Victims are frequently coerced or incentivized to provide access to their accounts, enabling fraudsters to transfer stolen money through multiple financial channels. The process of layering—moving funds through multiple accounts to obscure their origin—poses significant challenges for investigators. Once stolen money exits a victim’s account, it can traverse several bank accounts within days, complicating efforts to trace its source and beneficiaries.

Blocking Fraudulent Identifiers

The Suspect Registry targets this issue by flagging suspicious accounts early, disrupting the financial flow before it escalates. Government data reveals that 15.75 lakh SIM cards and 5.77 lakh IMEIs (International Mobile Equipment Identifiers) linked to fraudulent activities have been blocked. IMEIs, unique identifiers for mobile devices, are critical in tracking devices used for cybercrime. Blocking these identifiers prevents criminals from leveraging compromised hardware for further attacks.

Evolving Tactics of Cybercriminals

Cybercriminals continue to refine tactics, utilizing fake websites, social media platforms, messaging apps, and synthetic digital identities to execute scams. Common schemes include fraudulent investment offers, fake job postings, digital arrest threats, and manipulated bank KYC updates. Social engineering remains a primary method for coercing victims into disclosing sensitive information or transferring funds.

Prof. Triveni Singh, a renowned cybercrime analyst and former IPS officer, highlighted that halting fund movement is as critical as identifying perpetrators. Timely identification of suspicious accounts, mobile numbers, and devices can sever the financial trail before it becomes convoluted.

Cross-institutional coordination, including access to banking records and digital evidence, is essential for effective investigations. The cross-jurisdictional nature of cybercrime complicates enforcement. Perpetrators operating in one state may target victims in another, with funds routed through accounts across multiple regions. This necessitates seamless collaboration between banks, financial bodies, and law enforcement agencies.

The Suspect Registry facilitates this by enabling institutions to share intelligence on flagged identifiers, allowing quicker responses to recurring suspicious activity. Despite these measures, cybercriminal networks are adopting advanced techniques.
