Self-Enumeration Phase

India initiated the self-enumeration phase of the 2027 Digital Census, accompanied by a nationwide alert targeting cyber fraud schemes exploiting the initiative. Government agencies have cautioned citizens against individuals impersonating census personnel to extract sensitive data. Residents are explicitly instructed not to disclose Aadhaar numbers, banking details, property records, passwords, or one-time passwords under any circumstances. Officials confirmed that such demands are unequivocally unauthorized and unrelated to the official census procedure. The self-enumeration process, launched on August 1, represents the first fully digital census in the country. Authorities clarified that participants are not required to submit supporting documents during data entry. All responses will be accepted through self-declaration, eliminating the necessity for document verification during data collection.

Cyber Fraud Warnings

Enumerators are strictly prohibited from requesting Aadhaar cards, property documents, banking information, or OTPs, or directing individuals to interact with suspicious links. Citizens are urged to reject such requests and report incidents to law enforcement. The door-to-door enumeration phase is scheduled to commence on August 16, with government-appointed enumerators visiting residences, businesses, and other structures for household listing and verification. Officials emphasized that enumerators will present official identification, advising residents to verify credentials before granting access or initiating surveys.

Enumeration Process

The census questionnaire comprises 34 questions focused on demographic and household data. No documentary proof is required during the process, ensuring streamlined participation while safeguarding personal information. The West Bengal government, during the digital self-enumeration launch in Bidhannagar, reiterated that all collected data will be strictly confidential and legally protected. Authorities stated the information will be utilized solely for statistical analysis, policy development, and public planning, with no mechanisms for public disclosure or misuse.

Awareness Campaigns

Kolkata and Bidhannagar police have launched separate awareness campaigns to educate the public on identifying census-related cyber threats. Police officials noted that cybercriminals are likely to exploit the census by impersonating officials through phone calls, text messages, fake websites, and phishing links to harvest personal or financial data.

Expert Advice

Cybercrime expert and former IPS officer Prof. Triveni Singh highlighted that large-scale government projects often attract fraudsters by leveraging public trust and creating urgency. He advised citizens to recognize that official representatives never request banking credentials, OTPs, or sensitive financial information during verification.

Reporting Procedures

Authorities have urged the public to maintain vigilance throughout the census process, emphasizing immediate reporting of suspicious activities. Individuals encountering fraudulent communications related to the census are directed to contact local police, utilize the National Cyber Crime Helpline (1930), and submit reports via the National Cyber Crime Reporting Portal. Officials stressed that public awareness, timely reporting, and rigorous verification of enumerator identities are essential to mitigating risks during the initiative.
