Union Home Minister Shri Amit Shah announced the e-Zero FIR project under the Ministry of Home Affairs’ Indian Cybercrime Coordination Centre (I4C) in a historic move meant to speed up justice for victims of cybercrime.
This program would drastically change the way cyber financial crimes are dealt with in the nation and is in line with Prime Minister Narendra Modi’s vision of a “Cyber Secure Bharat.”
The e-Zero FIR system, which was first introduced as a trial project in Delhi, will automatically turn complaints about financial losses above ₹10 lakh that are submitted via the helpline number 1930 or the National Cybercrime Reporting Portal (NCRP) into Zero FIRs.
Regardless of the complainant’s or the crime’s location, these FIRs will be immediately filed at Delhi’s e-Crime Police Station before being forwarded to the relevant jurisdictional cybercrime police station.
It is anticipated that this technology-enabled system will expedite the duration of investigations, enhance the likelihood of victim recovery, and guarantee prompt punitive action against hackers.
Smooth Integration of Technology with New Criminal Law Provisions
The e-Zero FIR system integrates three major digital platforms:
⦁ I4C’s NCRP portal for cybercrime complaint registration,
⦁ Delhi Police’s e-FIR system, and
⦁ National Crime Records Bureau’s Crime and Criminal Tracking Network & Systems (CCTNS).
The new provisions under Sections 173 (1) and 1(ii) of the Bharatiya Nagrik Suraksha Sanhita (BNSS) that allow for the electronic registration of FIRs regardless of jurisdiction—a revolutionary change in India’s criminal justice system—align with this integration.
To expedite case ownership and subsequent investigation, the complainant can choose to visit their local cyber police station within three days of the Zero FIR being generated.
After the Delhi trial phase, which will be closely watched, the system will be expanded throughout the States and Union Territories to provide statewide coverage.
Strengthening Enforcement, Empowering Victims
One of the most urgent issues facing India’s cybercrime ecosystem is the wait in filing a formal complaint and recovering stolen funds, which is addressed by the e-Zero FIR project. The Home Ministry admits that many victims find it difficult to have their complaints turned into actionable proceedings, even though NCRP and 1930 make it easier to file complaints quickly.
By automating FIR registration for high-value cases, the system:
⦁ Enhances the tracking and prosecution of organized cyber fraud rings,
⦁ Speeds up fund freezing and recovery,
⦁ Boosts the FIR conversion rate, and
⦁ Makes it easier for cybercrime units to act in real time.
Shri Amit Shah underlined that the Modi administration’s dedication to creating a strong and adaptable cybersecurity grid is reflected in this undertaking. This reform is a crucial step in making law enforcement systems cyber-resilient as India embraces greater digital integration, particularly in the areas of finance and governance.
The Path Forward: Toward a Bharat Secured by Cyberspace
The e-Zero FIR project represents a legislative shift in favor of automation, victim empowerment, and jurisdictional fluidity as cybercrime cases increase nationwide. It is anticipated that the program will increase trust in digital services and demonstrate India’s proactive approach to combating technology-enabled crime.
Stakeholders from other states are closely monitoring the pilot’s results as it moves forward in Delhi. If the system is successful, it might establish a global standard for how poor countries can use digital transformation to police citizens and create a “Cyber Secure Bharat.”
