The program specifically addresses teams managing complex, aging systems lacking the financial resources, advanced tools, or specialized expertise available to larger enterprises.

Daybreak Tiers

Daybreak, launched earlier this year as a restricted service, is accessible to verified public and private sector defenders conducting authorized cybersecurity tasks. It operates in two tiers: Daybreak Blue, which handles standard defensive operations using OpenAI’s primary models, and Daybreak Red, which provides tailored cyber models for high-sensitivity or technically demanding assignments.

Pilot Programs and Partnerships

Over 2,000 approved organizations, including cybersecurity firms, defense entities, and law enforcement agencies, have adopted the platform. This initiative follows a prior, smaller-scale effort. Following recent cyberattacks on U.S. water systems, OpenAI offered affected states and utilities up to $1 million in complimentary API credits, Daybreak access, and technical support.

Public Sector Pilot

A public sector and water-focused pilot is underway with the Multi-State Information Sharing and Analysis Center (MS-ISAC), which provides threat intelligence, incident response, and real-time data sharing to thousands of public sector organizations, including utilities, hospitals, schools, and law enforcement. The pilot combines Daybreak access with structured training and hands-on guidance for an initial cohort of public sector and water system defenders, focusing on validating findings, prioritizing risks, and coordinating fixes.

Defense Network and Architecture

The Daybreak Defense Network has announced over 35 partner products and services, integrating the cyber models into existing tools and workflows used by enterprise defenders. OpenAI also released details of its Defense Factory architecture, an agent-driven system designed to identify and validate vulnerabilities while preparing tested solutions for review. The company has shared insights from this framework to enable other defenders to adopt similar methodologies.

Collaboration with Utility Providers

OpenAI has been collaborating with utility providers alongside its product development. A second gathering convened this week, attracting participants from 40 U.S. states and the District of Columbia, representing entities serving over half the nation’s population. Eligible state and local governments, critical infrastructure operators, nonprofits, and open-source maintainers can apply for Daybreak access, training, and technical support through the official platform.
