Criminal recruiters exploit insider access through verified employee credentials to facilitate illicit activities.

The Underground Market for Insider Capabilities

Unauthorized access through verified employee credentials allows malicious actors to bypass security measures that would be challenging to circumvent externally. Routine administrative tasks such as data queries, account management, transaction approvals, and logistics modifications can be exploited as services for illicit purposes, as outlined in Intel 471’s Insiders for Hire: Underground Recruitment, Access Claims and Insider-Enabled Services report. A growing underground market for insider capabilities has emerged, with cybercriminals targeting employees at specific organizations to facilitate illicit activities. This ecosystem involves brokers, referrers, and individuals offering access in exchange for financial compensation.

Analysis of Recruitment Efforts

Analysis of 85 records revealed that 45 cases involved recruitment efforts, making it the most prevalent category. An additional 15 records included claims of insider access, with 11 instances explicitly stating access privileges, while 12 advertised services enabled by internal credentials. Other entries referenced data offerings, access trading, recruitment guidelines, and formal complaints.

Threat Actors and Their Methods

Threat actors sought individuals with the ability to extract confidential data, manipulate systems, or influence business operations. Some actors promoted services based on alleged employee privileges, while buyers and collaborators sought these capabilities to execute larger-scale criminal operations. Communication occurred through dark web forums, encrypted messaging platforms, and alternative marketplaces, enabling recruitment, advertising, referral networks, and negotiation processes.

Recruitment Strategies and Compensation Models

Recruitment strategies varied, including public advertisements, targeted outreach, referral networks, and partnership agreements. Brokers and intermediaries facilitated access to potential insiders, while self-proclaimed employees offered their credentials or cooperation. Certain campaigns involved prolonged relationship-building or deceptive tactics to secure participation. Some schemes targeted individuals willing to apply for roles at specific organizations, exploiting their future access once hired. Others focused on existing employees with control over critical systems, data, or operational workflows. Compensation models included per-action payments, one-time data sales, referral bonuses, revenue-sharing arrangements, and long-term contracts. Payments could be distributed directly to insiders, intermediaries, or multiple parties based on their roles.
