French Authorities Detain Minor Over Large-Scale Data Breach at Government Agency

A 15-year-old individual has been apprehended by French authorities in connection with a significant data breach at France Titres, the government agency responsible for issuing official documents.

Breach Details

  • The breach occurred earlier this month and resulted in the theft of approximately 12 to 18 million sensitive data records.
  • The compromised data included:
    • Identification numbers
    • Names
    • Addresses
    • Dates of birth
    • Unique account identifiers
    • Some records containing additional personally identifiable information (PII)

According to officials, the stolen data was being sold on cybercrime forums under the pseudonym “breach3d.”

Investigation and Response

The Automated Network Threat System (ANTS) detected suspicious activity on the France Titres network on April 13, prompting an investigation by the Paris prosecutor’s cybercrime unit on April 16.

The agency publicly disclosed the breach on April 20, emphasizing the severity of the offense and prompting a swift response from law enforcement officials.

Unauthorized access to and extraction of sensitive data from a state-run system, as well as possession of tools facilitating such crimes, carry penalties of up to seven years in prison and a fine of €300,000.

Prosecution and Next Steps

Law enforcement officials are currently preparing charges against the suspect, who faces potential prosecution under relevant statutes governing cybercrime and national security breaches.

As the investigation continues, authorities remain focused on ensuring the integrity of sensitive data within the government’s systems.
