A major cyber fraud investigation has been launched following a raid on an illegal online betting operation in Ulhasnagar, revealing a network linked to over ₹58 crore in suspected financial misconduct.

Raid and Seizure Details

The probe began after authorities intercepted reports of an unauthorized gaming and betting facility operating from a location in Ulhasnagar. A search conducted on July 31 resulted in the arrest of two individuals, alongside the seizure of multiple digital devices, including three laptops, 21 mobile phones, 23 SIM cards, 155 ATM cards, 105 bank passbooks, and ₹74,000 in cash.

Seized Items

The scale of the confiscated items indicated the operation extended beyond conventional gambling activities. Further interrogation of the initial suspects and analysis of the seized equipment uncovered a broader network of bank accounts and irregular financial transactions.

Network of Bank Accounts

This led to the arrest of three additional individuals, with investigators concluding that the approximately 150 accounts tied to the five suspects functioned as a mule account system for a larger cybercrime syndicate. The financial activities followed a standard pattern observed in similar cases, with funds deposited into the accounts and subsequently withdrawn via ATM kiosks.

Mule Account System

Police believe the arrested individuals served as mid-level operatives, managing accounts and facilitating cash withdrawals on behalf of higher-level organizers. This hierarchical structure, where frontline actors lack direct control over the fraud, has become a common tactic in organized cybercrime in India.

Operation Structure and Arrests

The case highlights the growing intersection between illegal betting operations and broader financial fraud networks. Investigators are examining whether the Ulhasnagar facility operated as a genuine gambling business or functioned as a front to legitimize illicit transactions.

Role of Arrested Individuals

The five arrested individuals have been placed in judicial custody, with ongoing efforts focused on determining who orchestrated the account arrangements, issued withdrawal directives, and managed the physical cash distribution after withdrawals.

Multi-State Connections and Ongoing Investigation

The investigation has also revealed connections to cyber fraud cases reported in Delhi, Punjab, and Odisha, suggesting a multi-state financial web. Authorities are currently analyzing the transaction histories of all 150 accounts to trace the origin of funds, track movement between accounts, and identify final recipients.

Connections to Other States

Digital evidence from the seized devices is being scrutinized to uncover communication records that may link to other suspects. The 155 ATM cards and 105 passbooks are being cross-referenced with account ownership data to map the full scope of the network.

Conclusion

The case underscores the challenges faced by law enforcement in dismantling complex financial crime ecosystems that leverage illegal gambling as a cover for larger cyber fraud activities.
