India’s cyber and technology landscape is undergoing significant shifts, with emerging threats in financial crime, quantum-resistant payment systems, government infrastructure security, AI-driven border defense, and risks posed by advanced AI technologies. The Centre for Police Technology (CPT) in collaboration with Algoritha Security has compiled ten critical developments across cybersecurity, digital forensics, AI, banking fraud, law enforcement, and national security.

Major Cybercrime Developments in India

1. RBI Governor highlights potential financial crisis triggered by cyberattacks Reserve Bank of India Governor Sanjay Malhotra warned that the next major financial crisis could originate from a cyberattack, geopolitical instability, or technological failure. Speaking at the Kautilya Economic Conclave on 3 October, he emphasized the need for systemic resilience across banks, non-banks, financial markets, and payment infrastructure. Malhotra also pointed to global debt levels, inflated valuations—including those tied to AI—and cyber threats amplified by AI as key vulnerabilities. While India’s financial system remains robust, he cautioned that current stability does not guarantee future security.

2. Bhubaneswar Police dismantle mule-account network linked to foreign entities Authorities in Bhubaneswar arrested four individuals involved in a mule-account network allegedly facilitating cyberfraud across India. The operation stemmed from an investment scam where a local resident lost ₹91.9 lakh after engaging with a fraudulent investment group. The network reportedly recruited individuals to open bank accounts, communicated via Telegram and VPNs, and used SMS-forwarding apps to intercept banking messages. Cryptocurrency transactions were allegedly used for commissions, with suspicions of foreign ties, including Chinese operators. Eight devices and digital evidence were seized.

3. Doctor subjected to prolonged “digital arrest” loses ₹1.78 crore A medical professional in Uttar Pradesh reported losing ₹1.78 crore after being targeted by fraudsters posing as CBI officials. The perpetrators allegedly conducted a month-long “digital arrest,” using intimidation and threats to coerce multiple financial transfers.

4. Himachal Police initiates verification of suspicious mule accounts The Himachal Pradesh Police cyber cell has begun investigating suspicious bank accounts suspected of being used as mule accounts for cybercrime. The initiative aims to identify account holders involved in routing illicit funds and determine their level of awareness.

5. Mumbai case reveals “three-way call merge” fraud technique Mumbai Police investigated a fraud case involving a novel “three-way call merge” method, where criminals exploited legitimate telecom services to deceive victims.

6. Gurugram man arrested for AI-generated romance fraud A former IT professional in Gurugram was detained for allegedly using an AI-generated persona to defraud an Italian jewellery designer. The scam began with online interactions about AI content and escalated to a romantic relationship, culminating in financial transfers via Western Union.

7. CBI files chargesheet in ₹3,750-crore Reliance Communications–LIC fraud case The Central Bureau of Investigation submitted a chargesheet in a case involving alleged fraud of ₹3,750 crore linked to LIC investments in Reliance Communications instruments. The chargesheet names former LIC officials and executives associated with the Reliance ADA Group.

8. Lucknow Police launches Cyber Security Awareness Month Lucknow Police initiated a month-long campaign under “Operation Digital Kavach,” focusing on digital-arrest scams, malicious apps, fake customer-care numbers, UPI fraud, and investment scams.

9. South Korean regulator addresses cyberattacks on banks South Korea’s Financial Services Commission held an emergency meeting following cyber incidents at multiple banks. Hana Bank confirmed data exposure for 89 customers, while Shinhan, KB, and Woori banks reported intrusions.

10. Suspected ShinyHunters hacker detained in Jordan A suspected member of the ShinyHunters hacking group was arrested in Jordan and is cooperating with the FBI. The individual, identified as Saif al-Din Khader, is providing access to electronic communications that could aid in identifying other group members.

Strategic Focus

The most prominent trend on 4 October is the intersection of cybersecurity and financial stability. The RBI Governor explicitly linked cyberattacks to potential systemic crises, while Indian law enforcement investigations highlight the reliance of organized cybercrime on mule accounts, SMS-forwarding apps, VPNs, cryptocurrency, and remote foreign operators. For law enforcement, BFSI institutions, and digital forensics teams, the evolving investigative framework includes: Victim reporting → NCRP complaints → Bank account analysis → Mule network tracing → Device and SIM verification → APK and IP/VPN analysis → Cryptocurrency wallet examination → Foreign controller identification → Asset recovery. Banks must enhance defenses through integrated cybersecurity, fraud risk management, anti-money laundering protocols, transaction monitoring, threat intelligence, incident response, and systemic resilience strategies.
